However, the listing placement will increase as the site is developed, which is something the promoter should be working to achieve. Therefore, of all the options available, PR simply seems to be the best. It's not perfect, of course, but it seems to be better than the others. However, I would recommend against sorting by date. I believe many people would not want to submit to your directory if their listing is going to be buried (more and more over time).
